Charging the Crossroads is funded through the National Electric Vehicle Infrastructure (NEVI) program created by the passage of the 2021 Bipartisan Infrastructure Law. NEVI is a covered program under the federal Justice40 initiative, which aims to deliver at least 40% of the overall program benefits to disadvantaged communities, per federal Justice40 requirements.
INDOT has released a draft Justice40 Implementation Plan for the Charging the Crossroads program. Public and stakeholder feedback was used to identify benefits related to access, reliability, EV awareness and education, safety, workforce development, and community impacts. The plan seeks to track, measure, and report on these benefits to ensure at least 40 percent of the overall Charging the Crossroads program benefits flow to disadvantaged communities.
Disadvantaged communities are identified through federal guidance given to the states, including from the Department of Energy (DOE) and the US Department of Transportation (USDOT). In general, these areas are characterized as those that lack access to healthcare or transportation, are economically disadvantaged, carry a negative energy burden, or are adversely impacted by environmental and climate hazards.
