The U.S. Department of Transportation (DOT) is expediting the installation of electric vehicle (EV) charging stations by adopting a Department of Energy Electric Vehicle Charging Station Categorical Exclusion (CE) under the National Environmental Policy Act (NEPA). This move allows for quicker environmental reviews for state and local governments as they work to establish a widespread and accessible EV charging network. It enables most of DOT’s $7.5 billion in EV charging investments to be considered under CEs, streamlining the process and supporting non-traditional grantees unfamiliar with existing CEs. This marks the first Fiscal Responsibility Act (FRA) application since it was signed into law in June 2023. It aligns with President Biden’s focus on EV charging and project delivery improvements while ensuring environmental protections.
