National Conference of Weights and Measures – Diesel Gallon Equivalent Standard Update

I want to provide you with an update of what is going on with the National Conference of Weights and Measures and its consideration of the diesel gallon equivalent standard for dispensing CNG and LNG.  Many of you contacted or met with state officials regarding this issue and I want to thank you for your efforts.

 

The latest news is that Publication 16 is now available and it includes the diesel gallon equivalent (DGE) issue as a voting item at this summer’s Annual Meeting in Detroit, Michigan.  The full agenda and other materials relating to this issue and upcoming meetings are available at http://www.ncwm.net.

The natural gas industry and many other trade allies support items 237-2 and 337-2 since they provide retailers with the ability to dispense CNG and LNG in DGE units and they retain the existing standard that allows CNG to be sold in gasoline gallon equivalents or GGE units.  The GGE standard has been in place since 1994.  In our last correspondence on this issue, we told you that some state officials were supporting a requirement that natural gas be sold only in kilograms.  Fortunately, the proposals under consideration do not include the kilograms requirement.  However, state regulators could still move to amend the current proposals this summer.  Therefore, it is important that organizations supporting the DGE approach continue to express their views.

 

If you want to support the DGE approach, we would urge you to again reach out to your state weights and measures officials and let them know that you support adoption of the DGE standard and retaining the GGE standards.  The Annual Meeting will be held in July but there are two important regional meetings at which this issue will be discussed and state regulators will be formulating their positions on this issue in the coming weeks.

What you can do:

·         Attend a regional meeting and the summer meeting to express your support for DGE standard;

·         Write to state officials now that Publication 16 is available and express your support for approval of the DGE standard for CNG and LNG (Items 237-2, and 337-2)

·         Meet with your state weights and measures officials in advance of these meeting to let them know that you support the DGE measure for CNG and LNG

·         Please provide us with copies of letters sent and feedback on how your state plans to vote on these measures
